What about this city everybody are hostile , is it smart to fight them

As long as you do not choose dialogue lines which provokes a fight, you'd be okay. But you can also provoke fights, kill the pirates and then gain some loot. That place is a den of pirates, so nobody will question if you kill some of them after a heated debate. Hope this helps.
